If his powers function like Nightcrawler's, that also means he needs to see where he's going in order to teleport there. Unfortunately, the bottom ~15 or so feet of the fence are actually solid, with no ability to see through to the other side. Therefore, David would warp directly up to the fence, but couldn't warp past it.

So he's definitely gonna want to crawl away from that fence post-haste.
