Following the cop leads to the fence itself. He walks along it from where the forest thins about 50 feet out, looking up at the top of it, seemingly at a bit of a loss for what to do. His shoulders droop, and his steps are very heavy. He's enduring the fence's effects admirably, but it seems unlikely he'll be able to stick around for long.

Redwing could also find Katniss and Peeta crouched silently in the shrubbery nearby, about 75 yards from the fence — the closest they can get without being too weak to flee if necessary. They seem to be watching what happens from here.
